Employment conditions

Employment conditions for permanent employees are established by legislation, agreements, regulations and handbooks. Your UiO employment contract will provide more information about the laws and agreements that govern your employment conditions.

Key legislation and agreements

  • Civil Service Act (lovdata.no) (Norwegian) (statsansatteloven): Working conditions for the individual state employee at the University of Oslo are regulated principally by the Civil Service Act. The Act applies to employees in the service of the state and primarily clarifies the rights and duties of state employees regarding working conditions and dismissal.
  • General Agreement for Civil Servants (Norwegian) (Hovedavtalen) is entered into by the state and the main organizations for state employees. The purpose of the agreement is to ensure the employees’ general rights with respect to co-determination via their trade unions and through information, discussions and negotiations.
  • Adaptation Agreement (Norwegian) (Tilpasningsavtalen): Pursuant to the National salary agreement, the University of Oslo and the institution’s main organizations have entered into an adaptation agreement. This agreement more closely establishes rules about how co-determination shall occur in practice at the University.
  • Basic Collective Agreements (regjeringen.no) (Norwegian) (Hovedtariffavtalene): Include among other things salary tables, a salary plan booklet and common provisions. The Basic Collective Agreements' salary conditions are determined following negotiations between the government and the state employees’ main organizations.
  • Personnel Handbook for State Employees (lovdata.no) (Norwegian) (Statens personalh?ndbok): This is a systematically-organized reference work concerning the working conditions of state employees. It contains acts and agreements, and links notes and comments to the regulations.
  • Personnel Regulations at UiO (Norwegian) (Personalreglement for UiO): Provide supplementary provisions relating to the Civil Service Act etc. with respect to employment schemes and certain other conditions linked to employment.
  • Internal Personnel Handbook at UiO (Norwegian) (Intern personalh?ndbok ved UiO): Addresses the framework conditions and procedures linked to the most central areas of personnel administrative procedures, with references and links to relevant acts and regulations.
