Basic collective agreements for the Norwegian state
Since 2016, there have been two basic collective agreements for the Norwegian state sector. The Basic Collective Agreements for the state are entered into between the Ministry of Local Government and Regional Development and the trade union federations in the state: Akademikerne, Unio, LO Stat and YS Stat.
For the contract period 1.5.2022-30.4.2024, the agreements have been entered into between
- the state, Akademikerne and Unio (regjeringen.no, pdf in Norwegian)

The specific collective agreement individual employees follow has a bearing on whether one receives a salary grade according to a salary table or an annual salary in NOK. The specific collective agreement used to negotiate during local salary negotiations also has a bearing.
Membership and binding collective agreements
If you are a member of a trade union, you are bound to follow the same collective agreement throughout the entire contract period. This applies even if you discontinue your membership or change trade unions.
The new contract period begins on 1 May in even-numbered years. In the event of discontinuation of membership or change of trade union during the contract period, your affiliation to the collective agreement will be changed from this time.
Note that some organisations have a period of notice. During a period of notice in a trade union, you are still considered a member.
Not member of a trade union
Employees who are not members of any trade union will follow the collective agreement that has the most members in the enterprise. This has been adopted by the Storting for the current contract period. For UiO, the agreement with the Akademikerne and Unio has the highest combined full-time equivalents, and employees who are not members of a trade union follow this agreement.
When joining a trade union, one is bound to the relevant collective agreement from the date of registration until the end of the contract period.
Members of organisations that are not affiliated with one of the trade union federations follow the same agreement as employees who are not members of a trade union.
Member of several organisations
Employees who are members of several organisations at the start of a contract period must choose which collective agreement to follow. The choice applies for the entire contract period. UiO collaborates with the organisations on clarifications of dual membership.
