International cooperation in research and education is of fundamental importance to UiO. However, it can also come with certain challenges.
Some foreign regimes adhere to practices that diverge from our own regarding ethics in research and education, academic freedom and institutional autonomy. Internationalisation also carries the risk of misuse of knowledge and technology and illegal control of international visiting students and researchers in Norway.
Through responsible international cooperation, we ensure that academic values and security are safeguarded in all kinds of knowledge cooperation across national borders.

National guidelines
The Directorate for Higher Education and Skills developed national guidelines for responsible international cooperation (hkdir.no) in 2023.
The guidelines are a response to increased attention on university security, illegal transfer of knowledge, and other challenges related to international collaboration in the research and education sector.
