Job/role description: Head of Department

The Head of Department shall contribute to realizing the Institute’s strategic goals in collaboration with other leaders, co-workers and partners . He/she shall develop and strengthen the Department’s position and competitiveness at a national level as well as internationally. The head of Department has a comprehensive responsibility for the department’s activities. He/she is responsible for HR management, for budget and finances, and for the systematic health, safety and the environment work in the department. The head of department shall lead according to the UiO’s HR policies and UiO’s objective of being a workplace that facilitates the employees’ possibility to realize their full potential in a good learning and working environment. 

Research and teaching activities

  • Primary responsibility for teaching resources (manpower and operating funds), herein tasks such as appointing education leaders, managing the teaching budget, and cooperating with the education leader.
  • Primary responsibility for organizing and coordinating the research groups, according to strategic plans and annual plans.
  • Assessment and preliminary approval of research projects, approval of applications for research funding, approval of grants from external sources, according to institute policies

HR and Health, safety and the environment in the workplace

  • HR management and following up on HR matters related to Heads of Section and other employees who report directly to the head of department.
  • Tasks related to manpower planning, job descriptions and recruitment to internally financed positions
  • Responsibility for the systematic health, safety and the environment work in the department according to current procedures and regulations, including performing health and safety inspections
  • Ensure that use of the department’s areas has been clarified and decided upon; including responsibility for clearly defining areas that are not allocated to a designated research group
  • Recommending, or advising against, the approval of applications for affiliation

Economy and Performance Management

  • Responsible for management of resources according to institute policies
  • Responsible for budgets and performance management, herein following up on annual plans and reporting
  • Responsible for coordinating the department’s suggestions regarding the institute’s strategic plans, annual plans and budget
  • Approval of the use/allocation of the department’s internal operating funds
  • Approval of invoices and finance matters

Information

  • Responsibility for information flow and follow-ups within the department, in order to secure the communication of information to the subunits
  • Coordinate suggestions from the department management group to the institute management group
  • Responsibility for making sure that the department delivers on required tasks

Authority and system roles

  • Budget management of the department
  • Approval of the department’s invoices in Basware invoice system
  • Manager role in the HR portal for staff management: follow up of working hours, evaluation of and approval of travel expense refunds and reimbursements, approval of requests for absence from employees who are reporting to the head of department
