Circle U. Café Oslo: Rethinking global governance

Senior Minister Tharman Shanmugaratnam of Singapore reflects on the global governance reforms needed in light of a new confluence of global insecurities stemming from pandemics, the growing challenges of the global commons and a more polarised world.

The Covid-19 pandemic has demonstrated that we need stronger collective mechanisms for preparedness and response when it comes to health emergencies.

Senior Minister Tharman Shanmugaratnam of Singapore co-chaired the G20 High Level Independent Panel on Financing the Global Commons for Pandemic Preparedness and Response that developed recommendations to the G20 finance ministers that are now being implemented by the World Bank and the World Health Organization in collaboration with the G20. 

Mr Shanmugaratnam is currently a member of the UN Secretary General’s High Level Advisory Board on Effective Multilateralism that is tasked with advising the UN in preparations for the Summit of the Future in 2023.

At the Circle U. Café, Mr Shanmugaratnam will reflect on the global governance repercussions of the pandemic and the current geopolitical context, and his contribution will be commented on by Ulf Sverdrup and Sandy Tubeuf.

About the speakers

Tharman Shanmugaratnam is Senior Minister in Singapore. He co-chaired the G20 High Level Independent Panel on financing pandemic security in 2021, and currently co-chairs the Global Commission on the Economics of Water. He is on the UN High-Level Advisory Board on Effective Multilateralism and had earlier led the G20 Eminent Persons Group on Global Financial Governance.

Ulf Sverdrup is the Director of the Norwegian Institute of International Affairs (NUPI). Sverdrup is currently leading a government appointed commission on the long-term perspectives for the Norwegian Government Pension Fund Global.

Sandy Tubeuf is a Professor at University of Louvain. She is an economist working on health outcomes. She is also chair on Global Health in Circle U..

John-Arne R?ttingen is Ambassador on Global Health at Ministry of Foreign Affairs in Norway. He is coordinating the World Health Organization’s international collaborative study on the effect of treatments for Covid-19.

Amanda Hylland Spjeldn?s is MD-PhD student at University of Oslo. She is medical editor in The Journal of the Norwegian Medical Association, and has made the podcast series “Folkefeber” about inequality in Norway during the pandemic.
