Service of alcohol
These guidelines apply to the serving of alcohol at UiO. The event's organisers, both students association and employees are responsible for ensuring that the guidelines are followed and must familiarise themselves with the applicable legal framework.
General guidelines
- Alcohol is not to be served at UiO before 3 p.m.
- Alcohol service is not permitted at Universitetsplassen.
- Any alcohol service for payment requires a liquor license (skjenkebevilling).
- A liquor license is required to serve or consume alcohol in common areas or areas accessible to the public.
- Outdoor alcohol service may be allowed within a defined area if a liquor license is obtained.
- At closed events for employees, alcohol may be served in moderate amounts without a liquor license.
- In line with the Alcohol Act §8-9 (lovdata.no), students are not allowed to consume alcohol in university premises without a liquor license.
- Through cellar agreements, UiO provides premises for student associations. They have liquor licenses for open events.
Permission to serve alcohol

To obtain a liquor license, the applicant must contact N?ringsetaten (oslo.kommune.no) at the City of Oslo.

If the landowner's permission is requires, please contact the Estate Department.

Refer to the Alcohol Act §8-9 (lovdata.no) for relevant regulations concerning exemptions from licensing.
Violations of the guidelines
- If UiO's guidelines are violated, the Security Operations Centre may immediately terminate the vent.
- Violations of the Alcohol Act may be reported to the police. Please familiarise yourself with the responsibilities of holding a liquor license.
- The event organiser may be held liable for damages to UiO's property and equipment.
Liquor licensee
In all applications for a liquor license (skjenkebevilling), one person must be nominated as responsible for the liquor license (licensee) and be approved by the licensing authority.
Requirements, duties and responsibilites as licensee
- Must be over 20 years old.
- Must be familiar with the provisions of the Alcohol Act. The requirement of passing the Alcohol Act knowledge test does not apply if the event is a one-off event.
- Responsible for the liquor license on behalf of the event organiser.
- Responsible for organising the event in such a way that there are no breaches of the regulations.
- The licensee must be sober and, as a general rule, be present in the serving area during the event.
- Must ensure that volunteers/employees know about the regulations and comply with them.
- Must be able to communicate with guests, co-organisers and the supervisory authority.
- Upon request from the licensing authority, the licensee has a duty to identify themselves.
- Upon request from security guards or the licensing authority, the licensee has a duty to present a valid liquor license.
- The licensee may be subject to penalties under the provisions of the Alcohol Act and may also be responsible for damages.
