1 Documentation of basic university pedagogical competence
1.1 Basic university pedagogical competence for permanent academic positions with a teaching requirement
In order to achieve basic university pedagogical competence at UiO the following requirements must be met:
Through own teaching/supervising and completed university pedagogical education (minimum 200 hours) the following competencies shall be developed and documented:
- Basic competencies in planning, implementation, evaluation and development of teaching and academic supervision
- Be able to reflect on their own role and discuss and justify their own choices in planning, implementation and development of teaching and academic supervision
- Be able to found their university pedagogical competence in the SoTL criteria:
- Focus on student learning
- A clear development over time
- A researching approach
- A collegial attitude and practice
Applicants for the position of Associate Professor who are unable to document this on appointment shall be obliged to meet the requirements within two years from commencement.
Applicants for the position of Professor should normally be able to document basic university pedagogical competence on appointment, but if particularly weighty reasons warrant it, applicants for the position of Professor may also be obliged to meet the requirements for basic university pedagogical competence within two years from commencement.
For appointment to Professor positions, special educational requirements apply in addition to the basic competence, cf. Rules for employment and promotion for Professor and Associate Professor positions at UiO Section 12.
The following apply as approved documentation of basic university pedagogical competence:
1.1.1 Approved university pedagogical education at UiO
- University pedagogical education of 200 hours at UiO
- Individual courses that in subject and scope cover one or more of the skills in Section 1.1, following a specific assessment, may be included and allow some reduction of participation in UiO’s programme
- Course completed before 1 September 2019, which, under the guidelines applicable at the time, was defined as basic pedagogical competence at UiO:
- Basic- and advanced course in university pedagogy at UiO (up to 1995)
- Course in university pedagogy for newly employed university teachers at UiO (up to 1995)
- The common section and the required number of modules in accordance with the new university pedagogical course model at UiO (1996)
1.1.2 Other education that provides similar competence
- Education in university or university college pedagogy at a similar level and scope from other Norwegian or foreign universities/university colleges
1.1.3 Other education that can be approved by individual assessment
- A combination of relevant courses and own practical teaching that is assessed as corresponding to UiO’s university pedagogical education of 200 hours. Practical teaching experience alone will not be sufficient.
- Other education in educational theory and practice (PPU) that is considered to provide similar competence.
1.2 Basic university pedagogical competence for II positions
Approved basic university pedagogical competence for full-time positions also provides competence for II positions. However, the general requirement for II positions is set at about half of what is required for permanent positions. The following documentation will be sufficient:
- Completed common part of course model from 2019
- Course completed before 1 September 2019, which was approved according to the guidelines applicable at the time:
- Basic- and advanced course in university pedagogy at UiO (up to 1995)
- The common part of the course model from 1996
Individuals who have substantial research supervision in their II position may replace the common part with other modules more adapted to the position's functions.
1.3 Basic university pedagogical competence for postdoctoral fellow positions
It is a prerequisite that postdoctoral fellows who are appointed for a four-year term obtain basic university pedagogical competence as described in Section 1.1 during the appointment period within the 25% obligatory section, cf. Guidelines concerning appointment to post doctoral and research posts at UiO.
2 Exemption from requirement for basic university pedagogical competence
2.1 Nature of the responsibilities
It may be relevant to grant exemption from the requirement if the responsibilities associated with the position mainly include research cooperation.
2.2 Short term of office
Short-term engagements:
Exemption may be granted when the term of office in teaching- and research positions is less than three years. When the term of office is extended beyond the period of exemption, a requirement must be made for basic university pedagogical competence.
Retirement age:
When the person holding the position upon appointment has less than three years left to retirement age, the requirement for basic university pedagogical competence may be waived.
2.3 Specific problems
Individuals may be exempted from, or allowed a postponement to meet, all or part of the requirement for basic university pedagogical competence when very specific reasons make this necessary. Long experience as a university teacher is not considered to be such a reason.
3. Administrative procedures
Reference is generally made to the Rules for appointment to professorships and Associate Professor positions as well as the Guide for members of the Assessment Committee. Special attention should be given to the following:
3.1 Recommendation
The Expert Committee (the Assessment Committee) issues a statement as to whether the applicants have or have not fulfilled the requirement for basic university pedagogical competence. The recommending body takes a position to the Assessment Committee's recommendation before the case is presented to the appointing body.
3.2 Appointment
The appointing authority determines whether the requirement for basic university pedagogical competence has been met and informs the successful applicant of this.
3.3 Exemption/postponement
The appointing authority makes decisions on applications for exemption and postponement of university pedagogical education.
3.4 Follow-up
Where there is a requirement that an employee must meet the requirement for basic university pedagogical competence within two years, the unit is responsible for arranging the employee’s responsibilities so that the employee is allowed sufficient time to follow the university pedagogical education course. It is the responsibility of management to ensure that the employee meets its obligation to achieve basic university pedagogical competence.
The units are responsible for keeping track of which employees have satisfied/not satisfied the requirement for basic university pedagogical competence, as well as for reminding them of the requirement if someone exceeds the deadline.
