UiO shall have a drug-free learning and working environment that is safe and inclusive for everyone. Abuse of alcohol and other substances reduces learning and working capacity and increases the risk of personal injury, harassment, sexual harassment, health damage, and addiction.
Who and what is covered by the guidelines
The guidelines express expectations for all employees and students, both in relation to UiO, and when they represent UiO during professional travels and activities outside the university. The guidelines apply to all events in UiO's facilities, on UiO's grounds, or under the auspices of UiO.
Guidelines
- All use of alcohol in the context of UiO must be responsible and moderate, following UiO's guidelines for the hosting and representation at UiO.
- Events organized by UiO should be inclusive and should not express an expectation that participants will consume alcohol. An equally accessible non-alcoholic option should always be provided.
- UiO's events related to the beginning of the semester and mandatory teaching situations, with or without overnight stays, shall be alcohol- and substance-free.
- Leaders and employees should be particularly aware of their roles in situations where alcohol is served. This also applies to student representatives, mentors, association leaders, etc.
- All employees are expected to be good role-models at events where students are present by demonstrating moderation or considering abstaining from alcohol. Employees should not express an expectation that students will drink alcohol.
- At UiO, it is not permitted to be under the influence of substances during work or teaching. The leader or teacher should immediately remove an affected employee or student from the situation.
- Leaders or instructors who are aware of employees' or students' substance issues have an additional responsibility to provide information about helping resources and ensure that uncomfortable situations do not arise during events organized by UiO.
Training and information
UiO will offer training on addiction and information about UiO's work in this area shall be readily available. The information should be tailored to the target audiences.
UiO's leaders will receive sufficient training and support to know how to handle employees and students with substance addiction.
Student representatives, mentors, and relevant responsible individuals in the student association community will receive adequate training to be able to handle concerns regarding fellow students' substance addiction and be familiar with SiO's health offerings.
UiO's guidelines on substance use should be:
- Well known among employees and students.
- A part of the introductory materials for new employees and students.
- A topic for UiO's central AMU (Central Working Environment Committee) and and local AMU (LAMU) at least once a year.
Follow-up for employees regarding substance addiction
- Employees are encouraged to seek assistance from the occupational health service or their general practitioner if they have concerns about their own alcohol or substance use.
- Employees are encouraged to help colleagues with potential substance issues by reporting to the concerned individual and their supervisor. Guidance and assistance can be sought here.
- UiO will support employees with substance addiction and follow Akan's principles for support measures for employees with alcohol or substance issues.
- Leaders should address risky substance use early on. If there are concerns, suspicions, or violations of these guidelines, the leader should immediately speak with the person involved, referring to The guidance for handling Akan cases and Akan's dilemma tool.
- UiO has routines and guidelines that describe the case handling procedures and support system for assisting employees with substance addiction, including Guidance for handling Akan-cases.
- Violations of the guidelines may lead to disciplinary actions
Follow-up for students regarding substance addiction
- Students are encouraged to seek support from SiO Health or their general practitioner if they have concerns about their own substance use.
- Students are encouraged to help fellow students with possible substance issues by directly conveying support and concern and providing information about SiO Health.
- Students can report concerns about fellow students or employees to a leader or verbally or in writing via "Si fra"("Speak up") to the faculty's learning environment contact. The student concerned will be invited to a support conversation based on the concern report.
- Employees who have students with substance addiction can contact SiO Health anonymously for advice on how to follow up with the student in their studies. Individual Akan-programmes and contracts can be used as far as it is applicable.
- Violations of the guidelines can lead to study-related reactions.
