The following criteria have to be considered when assessing
Formal criteria:
- 1200-1500 words (excluding references)
- executive summary of maximum 250 words
- takes up one of the two case scenarios
- correct referencing
Substantial criteria:
The policy paper should contain the following elements:
- an explicit description of the problem to be solved
- a description of two-three alternative measures to solve the problem
- an analysis of the feasibility of these measures in terms of relevant parameters, including, but not limited to efficiency and effectiveness; political support and opposition; challenges/opportunities related to implementation
- a solution you propose to the secretary general.
The assessment of the paper is further based on the following aspects:
- Language & style: avoidance of academic jargon, use of plain language, explicit consideration of the scenario provided in the assignment (e.g. “criticism by an opposition party”)
- making trade-offs between different options explicit, clearly explaining expected effects on relevant objectives/values of different options
- have a clear explanation why a given solution is eventually proposed
- use theory/concepts from the course in a way that is understandable to someone who is not a Political Scientist
- possibly use other theories/concepts that are of relevance for the case
- come up with additional criteria for weighing different options
